We, the undersigned citizens of Haiti, a member state of the United Nations, Human rights advocates, hereby petition you to take immediate action for the protection of all citizens of Haiti.

Dear Ambassador (s), we urge you to request an emergency meeting of the UN Security Council’s 15 member states to change the current UN mandate in Haiti from its current advisory role to one of support for the local police and army to build their capacity so they can protect all Haitian citizens.

Summary of Recommendations

INITIATIVES TO PROVIDE URGENT STABILIZATION AND TO ENABLE A RETURN TO DEMOCRATIC ORDER

SHORT TERM: WITHIN 2 YEARS

a. Change the current UN Mandate from Advising the Haitian Government to Assisting and Supporting the Haitian Government in the following areas:
i. Provide assistance, and training FOR the National Police and Armed Forces.
ii. Monitor the entry of illegal weapon in the country;
iii. Support the transition to democratic order;
iv. Enhance election integrity of the next election;
vii. Facilitate Haitians living abroad, who have not renounced their Haitian citizenship, to be able to vote at their respective consulates. viii. Provide security, monitoring, and evaluation of the elections next elections; and

II. II. INITIATIVES TO PREVENT THE CYCLE OF VIOLENCE, POVERTY AND LAWLESSNESS

MEDIUM TO LONG TERM: 2 TO 10 YEARS

a. Establish a 10-year goal-directed intervention in HAITI, with close evaluation and monitoring by an independent international economic development board for Haiti.

b. Build the local capacity of the national police academy as an institution to continue recruiting police officers, to prevent a relapse and reoccurrence of the degradation of Haiti society.

c. Gather international support to keep the Haitian government accountable for strengthening the rule of law and national institutions.

III. INITIATIVES TO IMPROVE THE SUCCESS OF THE UN MISSION IN

a. Appoint a qualified Haitian citizen to lead UN missions in HAITI

b. Support the participation of an independent international economic development board for Haiti that will provide strategic guidance to the local government, evaluate the performance of the UN metrics, and provide recommendations to the UN security council for policy adjustments.

JUSTIFICATION FOR THIS PETITION

"Living in Haiti doesn't need to be Hell on earth"

Since the assassination of President Jovenel Moïse in his private residence in the Haitian capital, Port-au-Prince, on 7 July 2022, Haiti has been in the throes of severe economic and social disintegration. Lawlessness is rampant, and killings, kidnappings, assaults, and other atrocities are continuing unabated. The people of Haiti are unsafe, suffering extreme hardship, and unable to enjoy the rights and privileges inherent in a free society. Our civil and human rights are under attack and being infringed not only by malignant domestic actors but by the general apathy and neglect of the global community, which has been allowed to fester. The United Nations is the only body with the authority, resources, and mandate to instill law and order in Haiti, and it is for this reason that we are writing this petition.

UNDERSTANDING THE PAST

“The story of slaves becoming masters of their own destinies within a free state that they fought for and won against all odds is still unfolding.”

Haiti holds a unique place in the history books. The Haitian revolution is, and will remain, unique as being the signature anti-slavery, anti-segregationist, and anti-colonialist world movement, and represents the first complete social revolution in modern history. The achievement of slaves brought from different kingdoms in Africa is truly inspirational. Despite all odds they displayed collaborative leadership skills, and an unprecedented determination to fight for justice, freedom, and fairness; not only for themselves but displaying the path for freedom for the oppressed world. The success of Haitian history caused shockwaves among slave owners, who feared the spread of freedom to their plantations.

The Haitian people have been suffering for more than 300 years. First, they had to endure forced relocations from their ancestral homes in Africa and the subsequent atrocities of slavery, then an international blockade was imposed by the United States, France, and the United Kingdom after they rebelled and gained independence from France in 1804. Haiti had to pay an indemnity of 150,000 francs so France would recognize Haiti’s independent status. The country was forced to borrow 30,000 francs and accept a 50% discount on goods sold to France. The abuses did not stop there. In 1978, the US and Canada conducted a campaign to eliminate Haiti’s pig population because of African Swine Flu; millions of pigs were slaughtered, but few Haitian farmers were compensated for their losses. In 1986, The International Monetary Fund and the World Bank forced Haiti to reduce its tariff from 35% to 3.5%, and then to 1.5% in 1995. Those actions have contributed to the decline of Haitian industry and the Haitian farmer and have benefited multinational corporations who can now sell their products to a new market. In 1994, the US unilaterally dismantled the Haitian army and undermined other Haitian institutions. Needless to say, the current insecurity in Haiti is a direct result of these actions.

HAITI was prosperous and peaceful under the leadership of the great Toussaint Louverture

  • "The epic story of Toussaint Louverture is the proof that under the right leadership, HAITI will thrive and prosper once again". *

Around 1800, Haiti was a very rich, peaceful country, under the leadership of the great Toussaint Louverture. Born a slave, he then became a free man. He left a comfortable lifestyle to join the slave revolt in 1791. He was centuries ahead of his time, he was visionary, diplomatic, strategic, and focused on education, economic development, and global peace. This astute leader ascended to the highest ranks in the French army, negotiated the withdrawal of the English troops from the island, expelled the Spanish troops from the eastern portion of the island, nowadays the “Dominican Republic”, and ruled over the entire island with fairness. He abolished slavery, restored destroyed plantations, instituted partnerships between plantation owners and workers, built public schools close to a century before Europe and the United States considered educating the masses. He maintained a delicate diplomatic relationship with France, the US and England. He managed to have total autonomy on the island, while proclaiming St Domingue a French Colony; a brilliant diplomatic strategy aimed to ease the raft of retaliations from the French empire. He was engaged in trade with England, France, and the United States while England and France were at war. His strategy to attract educated French citizens and French planters made the colony very prosperous, peaceful and with a bright future [4]. He promulgated a constitution in 1801, which is a piece of art and a treasure to the world, and now available online in English and in French.

Under Toussaint Louverture’s rule, sugar exports rose from a low of 1,750,387 pounds in 1795 to a high of 18,535,112 pounds in 1801. Coffee exports also increased in the same period from 2,228,270 pounds to 43,420,270 pounds [5].

HAITI was once peaceful and prosperous under the Leadership of Toussaint Louverture The epic story of Toussaint Louverture is proof that under the right leadership, HAITI will thrive and prosper, and democracy will allow the population to elect effective leaders that will build strong institutions, and create a stable environment for business creation, manage the country with character, integrity, and good governance.
